This article explains how Careview checks available funding when a Service Provider Category Budget (SPCB) has not been distributed across Funding Periods.
When this applies
This applies when a participant has:
- a Plan Budget with Funding Components and Funding Periods; and
- an SPCB for the same category that has not been distributed into Funding Periods.
How Careview checks available funding
Careview protects the amount allocated to each SPCB at the category level. A provider without an SPCB can use only the funding that remains unallocated in the category.
Careview also checks the available amount in the relevant Funding Period. The available amount for a provider without an SPCB is the lower of:
- the available amount in the Funding Period; and
- the amount that remains unallocated in the category after SPCBs have been allocated.
Example
If a category has total funding of $10,000, an undistributed SPCB of $9,000, and $2,500 available in the current Funding Period:
- $1,000 remains unallocated in the category; and
- a provider without that SPCB can use up to $1,000.
The provider cannot use more than $1,000, even though the Funding Period has $2,500 available.
What this means for Service Provider Category Budgets
- Providers with an SPCB remain limited by the funding available in their own SPCB and the relevant Funding Period.
- SPCBs that have been distributed into Funding Periods continue to reserve funding in those periods.
- An undistributed SPCB no longer reduces every Funding Period by its full remaining amount.
- Core Flexible funding and existing legacy funding rules continue to work as they do today.
When an invoice, case note, or bulk invoice line cannot proceed
If an entry is blocked for insufficient funding, check:
- the available amount in the relevant Funding Period; and
- the Unallocated Amount for the category.
The entry can proceed only when both amounts are sufficient for the amount being entered.
Note: The Funding Period table can show the full Funding Period capacity while the amount available to a provider without an SPCB is lower because part of the category has been allocated to SPCBs. Both values are correct: one shows Funding Period capacity and the other protects category allocations.
